“Strongest of the scions created by the gods, they feared his growth, and so kept him a child. So indomitable is his strength that all things are by him twisted and pressed into oblivion. He alone fashions the laws governing all things, and administers punishment in place of the gods. So is he Keeper of Precepts, and his authority is absolute.”

precept: 戒律、教訓、禁戒
eclipse: 蝕
日食は solar eclipse で、月食は lunar eclipse です。皆既日食を total eclipse といいます
and so: そうなので
So indomitable is his strength that ~: 彼の力はとても「何物にも屈しないほど」なので（結果として）～となる
いわゆる「so ~ that 構文」と呼ばれる形の倒置形です。
all things are by him twisted and pressed into oblivion: あらゆるものは彼により忘却へとゆがめられ、つぶされる。
He alone fashions ~: 彼単独で～を形作る
the laws governing all things: 万物を支配する法則
governing は現在分詞で laws を後ろから修飾。
administer: 管理する、執行する
「管理系」の言葉だと control は思いのままに操作、制御する感じです。 manage は人や資源をうまくやりくりする感じ。そして administer は組織の上層部としての判断のようなイメージが強いですね。
So is he Keeper of Precepts: そういうことで、彼は戒律主であるのだ
この副詞の so は前の内容をうけて「そのような具合で、そういう感じで」の強調のために倒置になっている感じがします。”So am I.” や “So can we.”のような形と思いますが、違うかもしれません。正直、ここは自信ありません。
absolute: 絶対的な
絶対零度のことを absolute zero といいます。
